Question: How to make the plan more sustainable is in terms of just the material we use or the arrangement of the building spaces ..........to have car parking of 75numbers how to design at the ground level.......suggest me some ideas to work on it efficently as the center consists of the following program ..exhibition , library, bazzar, banks, seminar halls, auditorium and a trading office

Hopefully I understood your question correctly but I believe you are looking for ideas on how to make the design of a civic center more sustainable via either material selection or building layout?
Unfortunately there is no short answer to your questions, what I will instead do is to point you towards resources where you can find relevant information which you will then need to digest.
Keep in mind that sustainable building practices is a complex science with a lot of interdependent systems that require each other in order to work, for instance a smaller parking lot is one way of making a building green by discouraging people from driving, but it will only work if there are sufficient public transportation available to the user. To go with any one strategy without recognizing its impact on other system will render it ineffective or even detrimental to your project, so what you really need is to consult with someone familiar with green building techniques.

You will find more information regarding the LEED certification, suggested strategies and built projects that can serve as an example for you to follow.
